Sorry: We cannot accept your surrender


There's a disturbing detail to the case of a double rapist, Jacob Tree. In Febuary 2004, he committed two rapes: the first in VicWest; the second on a Sunday morning at the Booster Juice in Cook Street Village. According to a report from CH News last night, Jacob Tree went to the Victoria police station several hours BEFORE he raped the woman at the Booster Juice. City of Victoria police did not accept his surrender because they didn't have a warrant for his arrest. Let me rephrase:

A RAPIST TRIED TO TURN HIMSELF IN AFTER COMMITTING ONE RAPE
HE WAS TURNED AWAY BY POLICE

So, because there was no paperwork, Jacob Tree left the police station and within 24 hrs. raped another woman. I've said before: there is no column in the statistics for "prevented crimes." That's why police enforce the law rather than keep the peace.

The sword cuts both ways -- the police can't detain you without reasonable and probable grounds, which includes you coming up to them and saying "I'm a rapist! Arrest me!" Unless they have a reason to believe you, they can't do it.

Some police are also lazy, burnt-out, bitter, and/or belligerent.
